Why does a Seller have to pay for a Dye Test?

What is a dye test and why do you need one when selling real estate in Pennsylvania?  The DEP wants to make sure that stormwater isn't flowing into the sanitary sewer system because that can cause a big mess.  The test is fairly simply and is usually performed by a plumber or someone the municipality and costs roughly $100, depending upon the location.
